Everyone is a secret weapon in Watch Dogs Legion. Set in a fictional, post-Brexit Britain, the city of London is overrun with cutting edge tech that has – in typical Black Mirror fashion – led to our downfall. Legion is brimming with intriguing tech of its own and from what weve played we can tell you this: it absolutely delivers on its big promise.
That promise? A stunningly detailed London brimming with life, where everyone (and we mean everyone) can be a potential playable character. While there are elements from previous Watch Dogs games that have been refined and shuffled back into the deck, this new focus on AI takes the series in a surprisingly different direction.
In our demo we got to explore a fairly large chunk of London. While this isnt a one to one reproduction of the city, its incredibly dense. Legion breaks its map into burroughs that feature all the familiar landmarks while trying to inject some different flavours of the capitals culture.
As this is a Watch Dogs game, youll be battling oppression. However, instead of being a lone wolf or leading a ragtag gang of hacktivists, youre effectively building an army. London is now in the grip of political extremists that have turned the country into a surveillance state while rounding people up in deportation centres. Needless to say its a game with a message and one that isnt shy when it comes to exploring political themes.

Watch Dogs Legion will have 5 storylines, each with their own narrative-driven missions and characters. Of course, theres plenty of side content to engage with too, or you can just have a muck around.
As touched on before, recruiting Londonders into your resistance is Legions core pillar. If you want to build a suave cell of elite spies then you can do just that. Similarly if you want to create a coven of badass grannies, you have the tools and systems at your disposal.
The recruitment process has a few stages. While wandering the streets you can scan anyone, glimpsing their personalities as well as traits (such as weapon and gadget buffs), adding them to a book of contacts you can investigate further by popping open a menu.
Not everyone has a good word to say about Dedsec – some will take more convincing to join your ranks than others. In order to grease those wheels youll need to speak to them in person and complete missions to earn their trust. You can play as any of your recruits by simply selecting them via an in-game menu.
The amount of work that has gone into each and every one of Legions NPCs is astounding. Like thousands of tiny cogs powering a behemoth, everyone has their own behaviours, routines, and even relationships. Ubisoft has crafted simulated city and although its very early days, seeing how this concept will evolve is a truly exciting prospect.
